Britt had championed this effort and passed a similar ordinance in 1982 that was vetoed by Mayor Feinstein. Feinstein said the 1982 legislation was rushed and drafted poorly, and she later created a task force to establish domestic partnership, but efforts stalled until Britt's 1989 law was signed by Mayor Agnos. This law along with West Hollywood's, Berkeley's and other municipal ordinances, while offering few legal protections or benefits, set the stage for future California domestic partnership and marriage equality legislation. |
