Joint Force Quarterly is the official publication of Admiral Mike Mullen, chairman of the Joint Chiefs of Staff. Colonel Om Prakash, USAF, wrote this essay while a student at the National War College. It won the 2009 Secretary of Defense National Security Essay Competition.
