COUNCIL MAJORITY LEADER PETER VALLONE ADDRESSESS AN ANTI-GAY RALLY IN DOWNTOWN MANHATTAN. THE GAY RIGHTS BILL WAS INTRODUCED EVERY YEAR BEGINNING IN 1971 AND FINALLY PASSED IN MARCH 1986 BY A COUNCIL VOTE OF 21-15, VALLONE OPPOSED THE MEASURE.
